Fire Precaution Regulations! More red tape? Yes and a slight reprieve as they now come into effect in October 2006, not April 2006 as originally stated by the government.
What's it all about?
From October 2006, new fire safety legislation in England and Wales will affect your business.
The sole responsibility for ensuring fire does not put lives at risk will rest with the responsible person. In most cases, this will be the employer or manager of an activity in a premises.
The responsible person will be required to carry out a suitable and sufficient fire risk assessment of their workplace. This will include ensuring the safety of everyone on the premises, making sure that adequate training is provided and that the facilities relating to fire fighting, fire alarm and detection systems, emergency
escepe routes and exits are adequately maintained.
This need not be a real headache or problem to you; if you prepare NOW!
In 2003 there were approximately 41,700 commercial fires, at an average cost of £58,100 with 53 lives lost and 1878 injuries

To comply with new fire legislation virtually all businesses will have to undertake a Fire Risk Assessment
What you need to know in brief
The fire regulations make a specific requirement for fire precautionary matters in the workplace. A workplace includes any shared areas or common parts of buildings e.g. staircases, corridors and shared facilities such as a fire alarm.
Any person who employs staff is responsible for complying with the regulations, although a small number of workplaces are exempt.
Where the regulations apply to your workplace you must carry out a FIRE RISK ASSESSMNET and make an EMERGENCY PLAN
FIRE RISK ASSESSMENT - A structured and systematic examination of the workplace to identify hazards from fire. Once identified you must decide if a hazard is significant, who is at risk and whether existing fire precautions are adequate.
If existing fire precautions are not adequate, you must take additional action to minimise the risk. If you employ five or more people you must record your FIRE RISK ASSESSMENT and keep it available for inspection by the fire authority. EMERGENCY PLAN - To plan the action that your employees and other people in the workplace should take in the event of a fire. Again, if you employee more than five people you must have a written EMERGENCY PLAN that is available for employees and the employees' representatives as well as the fire authorities.
Other legal duties you need to know
You must nominate people to undertake any special roles identified in your EMERGENCY PLAN
You must consult your employees about nominations to perform special roles and about your proposals for improving the fire precautions?
You must inform other employers in the building about any significant risks you found which might affect the safety of their employees and co-operate with them about measures to reduce the risk
If you are not an employer but have control over a workplace you also have responsibiliy to ensure compliance with the regulations in those parts of the building over which you have control
You must establish a suitable and readily available method of calling the emergency services
Your employees are required to co-operate with you to ensure the workplace is safe from fire

What the law says
The Health and Safety at Work act 1974 requires employers to ensure the health and safety of all employees and anyone who may be affected by their work. This includes taking steps to control slip and trip risks. The Management of Health and Safety at Work Regulations 1999 build on the HSWA and include the duties on employers to assess risks (including slip and trip risks) and where necessary take action to safeguard health and safety. The Workplace (Health, Safety, Welfare) regulations 1992 require floors to be suitable, in good condition and free from obstructions.
Good Working Practice
Get conditions right from the start.
Choose only suitable floor surfaces.
Ensure lighting levels are sufficient.
Properly plan pedestrian traffic routes and avoid overcrowding.
Cleaning and Maintenance
Cleaning methods and equipment must be suitable for the type of surface being treated
Carry out all necessary maintenance work promptly
Lighting should enable people to see obstructions
Floors need to be checked for loose finishes, holes, cracks, worn mats etc
Keep areas clear of obstructions and objects or warn people using signs and barriers
Footwear can play an important part, employers need to provide footwear, if it is necessary, to protect workers' safety
